What is the Punjab Green Property Certificate?

The Green Property Certificate is an official document issued by the Punjab Land Records Authority (PLRA) that verifies the ownership and legal status of a property. It ensures that the property is legally registered, free from disputes, and recognized by government records.

Why is the Fard System Being Replaced?

Punjab’s 485-year-old manual property registration system, introduced in 1540 under Mughal Emperor Sher Shah Suri, is being replaced with a fully digital system. From July 1, 2026, the sale and purchase of residential, commercial, and agricultural land will be prohibited without the Green Property Certificate.

The old Fard system had serious limitations that made it vulnerable to fraud and disputes. The Fard is a document that only proves someone has property ownership rights, not that they possess the property, have sufficient proof to get a loan, or that the property has no legal issues.

The Green Property Certificate addresses all these weaknesses by providing a single verified document that confirms ownership, possession, legal status, transaction history, boundary measurements using GPS technology, and freedom from outstanding taxes or court disputes.


How to Apply for the Punjab Green Property Certificate

Visit Your Nearest Arazi Record Center (ARC)

Go to your nearest Arazi Record Center in person. Get a token from the service counter to start the application process. You cannot apply remotely — an in-person visit is required for the initial application.

Submit Property Details & Pay Fee

Provide complete land and property details to the service center staff. Pay the Rs. 950 application fee at the Bank of Punjab (BOP) counter at the ARC, at any BOP branch, or through PSID using JazzCash, Easy Paisa, or online banking.

CNIC & Biometric Verification

Your original CNIC will be verified, and biometric verification will be conducted through the NADRA system. Your registered mobile number and basic record details are also cross-referenced during this step.

Ownership & Legal History Review

Officials review your property’s complete ownership history to confirm the sale or purchase was legal and that there are no outstanding taxes, bank mortgages, or active court disputes associated with the property.

GPS Field Survey

A government surveyor visits your property and uses GPS technology to mark boundaries and measure the exact area. This step confirms actual physical possession and eliminates boundary disputes with neighboring properties.


Green Property Certificate Fee & Payment

In January 2026, the Punjab Land Records Authority increased the fee for the Green Property Certificate from Rs. 700 to Rs. 950. At Rs. 950, this is among the most affordable official property verification documents available anywhere in Pakistan.
